During the presentation of the guidelines for the definition of environmental costs and resource (Environmental and Resource Cost - ERC), the Ministry of the Environment anche the Italian National Institute for Environmental Protection and Research (ISPRA) started a public debate between different expertise addressing economic and environmental issues related to the implementation of Directive 2000/60/EC (Water Framework Directive)
There was a presentation of the tools and methods for the assessment of the environmental costs and of the resource and of their compensation based on the "polluter pays principle" and "user pays principle", as provided by the Directive, besides some experiences gained by the Basin Authority so far.
At the end of the congress, it was described the national strategy within the European framework.
