46th meeting of the scientific groups of the London Convention and Protocol on the prevention of marine pollution by dumping of wastes and other matters from ships and aircraft

From 13 to 17 March 2023 in Casablanca, hosted by the Ministry of Transport and Logistics of Morocco, delegates from 24 countries and 2 NGOs met for the 46th meeting of the "Scientific Groups" of the London Convention, 1972 and the 1996 Protocol on the prevention of marine pollution by dumping of wastes and other matters. The International Maritime Organization (IMO) of the United Nations, taking part at the meetings with the Secretariat of the Office for London Convention/Protocol & Ocean Affairs , is the body in charge of the application of these international treaties in countries which, like Italy, have incorporated the rules into their own regulations .

For the composition of the delegations representing Italy, the Ministry of the Environment and Energy Security usually asks for the support of ISPRA researchers and technicians; 3 experts on the topics on the agenda attended the meetings. The main discussed topics, among others, were: the assessment of marine geoengineering techniques aimed at contrasting climate change, the capture and sequestration of carbon dioxide within sub-seabed geological formations, the disposal at sea of port dredging sediments as a beneficial reuse of natural material and the monitoring that must follow any type of disposal. Moreover, also the management of fibre reinforced plastic vessels and alternatives to at-sea disposal, as well as the definition of actions to reduce sources of pollution at seas, including marine plastic litter.

In the rotation of the coordination tasks of the "Scientific Groups", due this year, Cristian Mugnai, ISPRA technologist with long experience at international bodies, was acclaimed as the new Chair for the next 4 years.
