The impacts gravity of climate change is different from region to region. In Europe, the more vulnerable areas are southern Europe, the Mediterranean basin, the peripheral regions and Artic. Also, the mountain areas, especially the Alps, the islands, the coastal and urban areas, the densely populated alluvial plains are facing serious problems. Outside Europe, the developing countries, including the small islands, will be very vulnerable. The EU White Paper on climate change adaptation sets up a strategy capable to reduce the climate change impacts in the EU.
