Backfill materials

Decree-Law No. 77 of 31 May 2021, 'Governance of the National Recovery and Resilience Plan and Initial Measures to Strengthen Administrative Structures and Streamline Procedures', converted with amendments by Law No. 108 of 29 July 2021, introduced a number of changes to the regulatory framework governing the sites subject to remediation and the management of 'backfill materials'.
Due to the changed regulatory framework, it was deemed necessary, within SNPA, to define an unambiguous procedure shared and homogeneous throughout the country for the identification and management of backfill materials in the context of reclamation procedures, also with reference to the role and application methods of the site-specific risk assesment.
This activityhas led to the elaboration and publication of specific SNPA Guidelines (46/2023 and 46bis/2023).
