COP29 in Baku: A step forward in global climate transparency

ISPRA participates in the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), COP29, which is held this year in Baku, Azerbaijan, from 11 to 22 November 2024. ISPRA experts bring their contribution to the negotiations , offering technical-scientific support to the delegation of the Ministry of the Environment and Energy Security (MASE) on a series of crucial topics in compliance with the commitments of the Paris Agreement and the prerogatives of the Institute which is the theme of Transparency. In particular, the definition of the new reporting for national greenhouse gas inventories, the information to be reported on policies and measures, and the expert review processes of the information transmitted, to be sent by 31 December 2024.

The Presidency of the conference in collaboration with the UNFCCC Secretariat launched the Baku Global Climate Transparency Platform (BTP) to promote transparency and reporting on countries' progress in addressing climate change, in line with the objectives of the Agreement Paris. With the establishment of the Enhanced Transparency Framework (ETF), under the Paris Agreement, all Parties are required to submit their Biennial Transparency Reports (BTRs) to monitor progress towards national climate goals and demonstrate their commitment to adopting and implementing effective climate policies. The ETF is in fact a fundamental pillar of the Paris Agreement, which aims to ensure accountability and promote trust between the Parties, requiring coherent and detailed reporting on climate actions.

On November 18, 2024, the Ministerial Round Table on Global Climate Transparency was held, co-organized by Italy, South Africa, Japan, USA, Kazakhistan, with the aim of strengthening the political commitment towards transparency, the evaluation of progress in the preparation of the BTRs and the discussion on some unresolved technical elements.

In this context, countries that have started reporting under the Paris Agreement were rewarded. Italy, represented by ISPRA, received this award for having published the documents, prepared by our technologists, relating to the national inventory of greenhouse gas emissions and absorptions.

The ISPRA technicians who support the delegation from the Ministry of the Environment and Energy Security (MASE) are Riccardo De Lauretis, Vanessa Leonardi, Daniela Romano and Marina Vitullo.
