Report on Marine Protected Areas for oil spill prevention and response at sea

Based on a comparative review of eleven Marine Protected Areas (MPAs) participating in the CIMA (Contrasto agli Inquinamento Marini Accidentali) (Countering Accidental Marine Pollutions) Project, the report provides an in-depth and contemporary analysis on the areas of improvement of MPAs' capacity to support the competent authorities in the national response system to accidental pollution, also in the light of the current legislation on Marine Protected Areas.

The survey was conducted by collecting data on management models, port authorities' emergency response plans, the presence of sensitive infrastructures and the prevention tools already adopted, integrating the information with direct experience and institutional sources. The results demonstrate how these bodies can become a fundamental garrison in the action of defence against accidental marine-coastal pollution, especially in the current context of ever-increasing anthropic pressure on coastal areas. The survey revealed a fragmented picture, emphasising the necessity for enhanced coordination between managing entities, the Coast Guard, and local administrations. It also underscored the significance of augmenting staff training, formulating dedicated internal procedures, and orchestrating joint exercises. Moreover, the survey highlighted the imperative for perpetual strategy refinement and the aspiration for enhanced integration among institutional actors.
