Abstract
The Covenant of Mayors, which began as an initiative by the European Community in
2008, addressed to local communities and aimed at the reduction of CO
2
emissions
over the target of 20% by 2020, has proved a valuable tool to improve the
environmental sustainability of our cities through a series of actions aimed among
other things to the building sector, transports, renewable energy sources, urban and
regional planning.
Among the voluntary instruments adopted by the municipalities, the Covenant of
Mayors confirms its importance also for being widespread throughout the country.
Italian municipalities participating, until August 2015, were 3,565, involving a total
population of 38,138,757 inhabitants, approximately 65% of the national total.
Among the 85 cities considered in the XI Report on Quality of Urban Environment, 62
cities have joined the Covenant of Mayors; 56 cities have approved it in the City
Council and sent their Action Plans for Sustainable Energy, and of these ones 26 have
already been approved by the Joint Research Centre (JRC).
